Yes, they killed the free shipping option around 3:15pm eastern time. I guess they saw the sudden influx of many orders
It showed $6.99 shipping for me too. But I just clicked submit without adding my cc info and it worked.

I put the order through in time and got screenshots of the order confirmation and that the entire order was free, and I didn’t even need to put in credit card information. However, it said to expect an email, and I never received one. Also, in my order history it says that I don’t have any prior orders. Can anyone help out?
